planting 10 green giant and adding frabic and stone

Looking for a landscaper that can clean up a sloped area between a swale and a road curb. I currently have 10 green giant arborvitae planted (6ft tall from ground) want 10 more similar sized ones planted to help with road noise and then the entire area I want cleaned, fabric and stoned. Have to use stone as the area sometimes floods from the road and I don't want the coverage washed into the swale. area is 123ft long, half of it is 10-11ft wide and the other hand is 12-15ft wide. see photo. it its along union ave. so you can pull your truck within a foot of the work area.
