Description
Under the direction of the Chief Operating Officer (COO) the Facility Manager is responsible for the overall management of the Support Services Department to include facilities operations, environmental services, and maintenance. The Facility Manager ensures full compliance with all regulatory requirements including but not limited to Title IX, Title XXII, CALOSHA, CARF, public contracts, labor, health, and safety codes, building codes, construction standards, environmental agency requirements, and other Federal, State, local laws and regulations, and programs as they relate to facilities maintenance and operations, the environment, hazardous materials, waste, and safety. ESSENTIAL DUTIES AND RESPONSIBILITES • Plans, assigns, directs, and monitors the work of assigned staff; manage schedules; analyzes and distributes projects and work assignments; implements employee improvement plans and disciplinary actions; responds to employee grievances; initiates and coordinates staff training and development processes; participates in selection and recruitment of staff; ensures that staff activities comply with organizational expectations. • Oversees the preparation, analysis and distribution of assigned reports, outcomes and quarterly requirements; coordinates the establishment and retention of required logs, records, and files along with ensuring standards of the Safety Data Sheets. • Identifies department-wide administrative, operational and service delivery problems; plans, develops, recommends, implements, and evaluate solutions. • Responsible for oversight of preventative maintenance, repair and minor renovation projects. Larger scale renovation and new construction projects will be completed in collaboration with the Facility Administrator and/or COO. • Plan, organize, schedule and oversee custodial, building, grounds operations and activities; assure compliance with policies and regulations related to assigned activities. • Inspects and maintains machinery and equipment for conformance with operation and safety standards. Identify time frames, material and equipment needed to fulfill work requisitions. • Conduct physical inventory of custodial, building, PPE, and grounds equipment and supplies; order and distribute supplies; research new products and meet with vendors as appropriate. • Assists with the coordination and inspection of major contract work on the electrical, plumbing, mechanical and other related systems in all health department locations. • Conduct audits, report outs, and dashboards in a timely manner. • Demonstrates familiarity with emergency procedures and location of emergency equipment. Responds, as required, to support public health emergencies, incidents, and events. Employee participates in all exercises and drills on emergency preparedness and response, as required. • Coordinate and supervise accreditation, licensing, and property surveys as it pertains to environmental or maintenance activities. • Compile’s summary reports of damaged and defective equipment, accidents, injuries, and unsafe work conditions to administration and human resources; complete safety training and certifications. • Facilitate drills and trainings of all types and at all levels as required. • Available after hours and work occasional nights and weekends, holidays, and during times of emergencies and disasters impacting facilities. • Performs other duties as assigned. KNOWLEDGE, SKILLS, OR ABILITIES: Competencies: • Quality Assurance • Knowledge of Title IX, Title XXII, Title XXIV, CALOSHA, CARF regulations • Training and Staff Development • Customer Service • Compliance • Safety • Strong organizational, written, and verbal communication skills • Bilingual in Spanish • Valid CA Drivers License Education: Bachelor’s degree in Facilities Management, Business Administration, Engineering, or closely related related field. Successful candidates may be given credit for additional experience in lieu of education. Field. Experience: Minimum of (5) five years of experience in facilities and/or maintenance management or related. Three (3) to five (5) years should include increasing responsibilities in operations, lead or supervisory experience.
