Finish and Repair 20x8 deck

Hello, I need the deck tiles nailed down and an 2x8x8 that needs to be replaced and a few joist installed. I also need the railing installed. I have had a series of bad luck with bad contractors. I hired this dude with a resume and credentials to finish my deck, and a few beers later. I was left with a sh*** job. He started off great but after a day, he came back with two 'helpers' and the work quality went downhill. I found empty modelo beer cans underneath the deck along with splinter wood from them not lining up joist correctly. There is plenty of work left on this project and I hate having to hire others to come behind someone else, but here we are. Please include your experience and your rates
