R22 system residential AC service/rehab needed

We have an older, R22 1.5 Ton apartment A/C Air Conditioning system that needs repairs/or rehab. Not cooling. Can you help? We don't have the $8K+ for system replacement that everyone wants but we DO PAY our bills. (We called around. All HVAC companies just want to sell us an entire new system.)
