My dad is homeless

So, my dad has been homeless for a couple years. His relationship with my two sisters is basically irreparable, so he can't live with us, but I do try to help him when i can. He doesn't do drugs or drink as far as I know. He isn't a felon. What I can do is pretty limited though since my mom is out of the picture and I have to take care of my siblings by myself while only making what amounts to 15 bucks an hour. No matter how much I want to help, there's a limit to what I can afford to give him. He had a car gifted to him by my cousin but they lost the registration and pinkslip and there is apparently no bill of sale. He said the dmv told him he has to have the latest version of the paperwork so get his Registration and tags, and since he doesn't have that, they can't help him. Well, the cops stopped him earlier and took his car, which had birth certificate and social, as well as all his clothing. He had gotten jumped by a couple of other homeless people and got his backpack stole before, and when that happened he lost about half the teeth the left side of his head, and he doesn't think he can get a job looking the way he does and while not having a place to shower and sleep. He told me before he's tried calling the homeless shelters around here and that they have no space. He refuses to panhandle, I've tried getting him to just go to the ER and tell them he's suicidal just so he can get of the heat, and who knows, maybe they could provide some sort of help, but he refuses cause he doesn't want people to think he's a nutcase. At this point, I'm at a loss of how to help him get his life back together. Does anyone have any advice for him or can help him in some way? Not asking for financial help. He needs to get his health and teeth fixed, he needs a job--something. Let me know if any further info is needed. On mobile.
