ANDOVER, MA — The Andover Select Board will discuss the appointment of an interim youth services director Monday, as public and legal battles continue to rage over the last director's firing. The department has been without a director since May 10, when Bill Fahey was controversially fired. The town's human resources director will give the board an update Monday on appointing a replacement. Fahey was fired in May following an investigation by an attorney hired by the town over allegations of inappropriate conduct. The investigator Regina Ryan did not consider all allegations against Fahey substantiated, but found there was sufficient cause for the town to take action, according to the redacted report the town released in July. Specifically, Ryan said allegations of sexual misconduct against Fahey were unsubstantiated but he violated town policy by downloading pornographic material containing a former employee and showing it to the employee's family. Fahey's firing has provoked a multi-month outcry from residents and former Youth Services participants and employees. Fahey is suing the town and Town Manager Andrew Flanagan for breach of contract and defamation. Flanagan responded, claiming that Fahey admitted to some of the findings in the report.
