Need HVAC Diagnosed

Description

This could be a very simple fix but troubleshooting it has been a nightmare. The contactor is not engaging on it's own. The unit stopped working after a recent power outage in the area. Metered the capacitor- it was no longer working so that was replaced. The unit will run and the compressor will even freeze over when the contactor is engaged manually. Replaced the old contactor hoping that would solve the issue, nothing. Changed the old-style dial thermostat to a programmable, metered all the wires- everything seems fine on that end. Nothing. Removed the 5-minute delay and placed the thermostat wire directly to the contactor- that made a bit of a difference until the unit was turned off from the thermostat but would not come back on on it's own. Cleaned down the entire unit of dirt around the compressor, still nothing. It's an old model Goodman HVAC connected to a Goodman furnace. There are no visible fuses on the furnace control board that could've gone bad. Metered wires coming from the transformer on the board and the fan relay, both seem to be working fine. Plus the furnace blower is the only thing cooling the home and it can be triggered on and off just fine from the thermostat. Unless there is some type of reset switch either on the furnace or the unit itself? Low coolant or a leak didn't seem to be the issue because the unit has never blown warm air. There is no over-flow switch. The hard start kit was the only thing not replaced on the unit but it also appears to be working fine. Just need someone with more knowledge to diagnose the problem and give us the best way to fit it. Thanks for your time!
