STAMFORD, CT — A Stamford man is facing a series of weapon and drug charges after officers in the Stamford Police Department's Narcotics and Organized Crime Squad conducted a two-week investigation which culminated in a traffic stop last Friday night, police said. Capt. Richard Conklin of the SPD said an investigation was recently launched into Evans Powell, 30, after the department received information about possible drug sales throughout Stamford. Powell is recently out of prison and on "special parole" Conklin said, adding that the department is "very familiar" with him due to prior arrests. Most recently in 2019, according to the Stamford Advocate, Powell was sentenced to two years for stabbing a man in Lione Park in 2018. Also in 2019, the Advocate said, Powell pleaded guilty to sexualy assaulting a woman and masturbating in front of another woman. Powell was stopped last Friday night near Greenwich Avenue in Stamford after investigators learned he was driving a silver Audi A4 with counterfeit, temporary New Jersey plates, Conklin said. Before officers were going to tow the car, they found four bags of crack cocaine totaling a little over half an ounce, and $1,115, on Powell, as well as an electronic scale, Conklin said. Powell had a large knife with a nine-and-a-half inch blade on the seat next to him, Conklin noted. Officers then went to search Powell's apartment, and found a loaded Springfield Armory 9 mm semi-automatic handgun with a large capacity magazine; the gun was reported stolen out of North Carolina in April of 2020, Conklin said. Officers also found a loaded Sturm Ruger 22 semi-automatic pistol, as well as an additional $1,000 in cash, according to Conklin. Powell was charged with possession of narcotics, possession of narcotics with intent to sell, possession of drug paraphernalia, two counts of criminal possession of a firearm, theft of a firearm, possession of a large capacity magazine, and having weapons in a motor vehicle, Conklin said. In addition, Powell was charged with misusing a license plate, operating an unregistered car, operating an uninsured car, and driving with an expired license. Kashawna Bens, 31, of Stamford, was a passenger in the car with Powell. Conklin said officers found three ecstasy pills in a ziploc bag in her purse. She was charged with possession of a hallucinogenic and given a written promise to appear. Powell was given a $150,000 bond, but Conklin called it "a moot point" since Powell's parole officer submitted a remand to custody. Conklin called it "a very good, proactive case" by the Narcotics and Organized Crime Squad.
