What happened is the government started paying single females to stay home and have kids. It isn't just a black thing. White and Hispanic women are just as bad. The more kids, the more money. Not all that long ago. Right here, Any woman, didn't matter what color. When the second child was born on the government dime. It was automatic the woman's' tubes were tied. Someone filed a lawsuit claiming that was a form of genocide. The fact that there were more white women having their tubes tied made no difference. That rule was removed. Now it doesn't matter how many children are born to one female where the state pays all medical bills. They can't force them to have their tubes tied. One case I can point to that I have personal knowledge of. About 15 years ago. A young Mexican couple moved in on my street. They were nice people. Everyone knew they were here illegally. Nobody complained because they never caused any trouble and took care of the property. The husband went to work every day and they never had any trouble. The kids started coming. They had 5. One after the other. Still, there was no problem. The kids were always polite. Never getting into trouble. Then I found out accidentally when a social worker came to our street asking questions. The mom was listed on government forms as a "single mom". They were drawing a check from the government for the children. The father, worked for a lawn company that payed him cash. They were being investigated for fraud. About 2 weeks later, they were gone. They moved out in the middle of the night. My example happened to be a Mexican couple. Just as many whites and blacks are guilty of the same thing. My answer is simple. Pay the same amount of welfare money to all qualified recipients. No matter how many kids they have. You will start to see a reduction in the number of children being born in welfare situations. This will reduce the number of kids being born into the welfare community. That will reduce the crime rate drastically. As most crimes are being committed by children raised in that environment. We can't just shut them off all at once. Just make it clear to new mothers. You will get a certain amount of welfare dollars each month. Adding more kids will NOT get you more money. We will start seeing one child welfare recipients and stop seeing 5 or more children in one household. Plus, have the social workers start making unannounced visits. Many of these women have a man living with them. The men just leave on the day the social workers are showing up.
