How are the homeless not all dead?

Was driving around Oakland and SF today and thought to myself, holy shit there are more homeless than ever just hanging out all over the place! Then it occurred to me, how is it that they have not all been completely wiped out by covid 19 yet? Anybody here have any ideas as to how this could possibly be?
