Need permitted cinder block retaining wall built

I need highest 3 ft cinder block retaining wall built in my backyard that will hold up paver deck (see images). I would need you to help me get this permitted with the City of Whittier. Please provide either references or pictures of past experience. I prefer to do this on weekends so I can help.
