Pain relief for my dog

Looking for any type of pain relief for my roommates dog, whom she chooses to neglect. Dogs name is Millie. She is a senior dog. About 50 pds and she limps so bad. It's her left or right arm, shoulder area. Roomate thinks it's just arthritis but i think it may be something more. I could be wrong idk. It just breaks my heart to see this dog hurt. I have done travail coming in the mail from a veterinarian in Denver but it could take over a week to get here as I had to send thru the mail for it. Or if anybody knows somewhere cheap m affordable I can take this poor dog to to get some help. And there's something wrong with her eye. She don't keep it open and the eyeball rolls around. I know some people may talk shit, tell me to put the dog down, etc. I get it I know. And I understand. I'm just trying to get this poor dog some help. She's a sweet dog. We'd even try some CBD oil or something in those lines. I just don't understand what cbd oil to use or get. Thank-you for your time. Ajy ufo is advice would be greatly appreciated. Were out in Avondale but I can pick up if someone has some meds
