Ford E350 2009 Flash autel IDS needed

I just replaced the ECM and the new one is not recognizing the van. I get the code 'P1639 Manufacturer control' on my code reader. I also get the "advancedtrac service on the dash display showing up, along with the check engine light and ABS light going off. As this is a hard code, I won't pass inspection. I'm also not sure if the van is safe to drive. If you have Flash-Autel-IDS software and hookup capability, I would like to hire you to sync the ECM to the van properly.
