TOMS RIVER, NJ — The Toms River Township Council finalized the settlement of a Justice Department lawsuit, changing the town's zoning to 2 acres for houses of worship. That move in early July returned it to zoning that existed before 2017. Toms River also moved to ban retail cannabis businesses, but with an expiration date on the ban of Dec. 31 while officials consider what, if any, businesses they would allow.
