Biden EXPECTS to be short 1.8 TRILLION for the 2021 budget and 90% of that is a direct result of having to repair the damage from Trump's moronic mismanagement of the federal government. Trump bankrupted America just like he did with the Trump Taj Mahal casino, Trump, Airlines, Trump University, Trump Vodka, Trump Steaks, the entire USFL, and about 50 other failed businesses he managed.
