Press release from the Town of Foxborough: 07/28/2021 Proposed 40B for 119 Morse Street On July 20, the Foxborough Board of Selectmen was presented a Local Initiative Program Application for Comprehensive Permit Projects for 119 Morse Street in Foxborough. Local Initiative Program (LIP) is a state program that encourages the creation of affordable housing by providing technical assistance to communities and developers who are working together to create affordable rental opportunities. Leading the presentation was owner and developer Michael Saegh of the 119 Morse Street Realty Trust and Foxstar Corporation. He was joined by Jeremy Lake of Union Studio Architecture and Community Design, Bob Engler of SEB LLC, Bill Buckley of Bay Colony Group, Inc., and Bill Casbarra former Town of Foxborough Building Commissioner. A Local Initiative Program project filed with the Department of Housing & Community Development (DHCD) requires partnership with the developer and the Board of Selectmen. The July 20 presentation provided the Selectmen with information and allowed them to pose questions to not only the developers but to town departments in order to assess potential impact of this project (such as public safety, schools, tax base, etc.). The information gathered will assist the BOS in determining whether to partner on this project. The Morse Street Group will attend the August 17th Board of Selectmen meeting to address the concerns of the Board, as well as to hear from Planning Director Paige Duncan who is tasked with gathering the data on potential impact to town operations and services.
