Help with Screaming Neighbor

We have a developmentally disabled adult living in a delapitated house with broken windows, holes in the walls, grass so tall it has fallen down. He lives by himself. He screams and throws temper tantrums, paces around in circles, walks in the middle of the road, screams the "N" word, for no reason. We've called the police for welfare checks. They call an ambulance, he goes to Memorial hospital, back the next day. Doing the same thing over and over. We hear loud noises coming from his house all the time. He knocks on people's doors begging for phone or water. He screams at passerbys. We've tried to get help for him, but some female attorney from Sherman helped him remove guardianship last year, now he's everyone's problem. We've tried APS and IDHS, nothing there. Any ideas would be greatly appreciated.
