The city noted, "Those who submit written comments will have their comment read by the clerk or summarized if substantially like other comments and will not be permitted to speak on that same subject at the meeting." Every Common Council meeting is broadcast live on HTTV Verizon channel 30 and Comcast channel 36 and 34. The meeting will also be broadcast live on the City of Summit YouTube Channel. Here are some of the items up for consideration, according to Council President Marjorie Fox: The council will hold a hearing and vote on a Safety Committee ordinance to increase the pay rate for off-duty police officers contracted by the Summit Board of Education for non-traffic jobs. This ordinance reflects the rate change from $40 to $50 per hour implemented by the Board of Education to align with what other school districts are paying. The council will also hold hearings and vote on three bond ordinances to fund the 2021 Capital Budget, including the sewer budget and Summit's share of the sewer improvements assessed every three years and paid to the Joint Meeting of Essex and Union. Two ordinances will be introduced, and would be up for a hearing and final vote at the next meeting on Sept. 1. The first is an ordinance authorizing the issuance of bonds to fund the construction of a new fire headquarters. The second is an ordinance to amend the city code to prohibit parking on Pine Grove Avenue between Colony Drive and Manor Hill Drive to improve safety because of limited sightlines. The Capital Projects and Community Services Committee will introduce resolutions to award bids for the West End Avenue Improvement Project and for concrete work for a garage to house the Sewer Utility's jet truck. The council will vote on two resolutions to authorize the Maple Street road closure by Home Power Yoga and Robot Revolution. The council will also consider a resolution to authorize the submission of the Greening Union County Grant to plant 150 trees. The council will consider a resolution to appoint a new administrative agent to administer the affordable housing program. "This role is very important to ensure that affordable housing units are marketed and that potential residents are qualified," Fox noted. "Another resolution will appoint a new member to the Recycling Advisory Committee."The council will hear two resolutions to declare vacancies in the Fire Department and the Department of Public Works.
