Looking for small dog potty trained

Hi. I am searching for a dog that will stay under 50lbs please. I am wanting her as my Emotional Support Animal ASAP. I would need her to be fully potty trained and not a really hyper dog. I live in an apartment so that's why I have weight restrictions. I'm on disability and cannot work so I don't have much money to spend and I have looked in shelters everywhere. I'd love poodle mix, schnauzer, Corgi, Mini Australian Shepherd, Pomeranian, Papillon, English or French Bulldog, border Collie, etc. No older than 3 years old please.
