Help in reinstalling garage door

My garage door was installed sixty years ago. If you are knowledgeable in garage door, I would appreciate your assistance. Someone from the neighborhood did some work on it, and the cables on each side are hanging. They were trying to change the lock, took things apart. All parts are there. Please specify what you require to help in the work.
