JOLIET, IL — Joliet police arrested 30-year-old Parnell Samuels early Wednesday morning on numerous felony charges after police were investigating a report of gunshots being fired in the area of Fourth Avenue and Sherman Street. Samuels, a Crest Hill resident, was taken into custody on charges of being an armed habitual criminal, armed violence, possession of a controlled substance with intent to deliver, unlawful possession of a gun by a felon, aggravated unlawful use of a weapon, possession of controlled substances, obstructing a peace officer, unlawful possession of ammunition and having no FOID. Around 12:45 a.m. Joliet police sped to the area of Sherman Street and Fourth Avenue after learning of gunshots. Officers saw a car traveling at a high rate of speed in the area, so they pulled it over. Samuels was driving, police said. "While speaking to Samuels, officers observed fresh marks on the vehicle that appeared to be caused by gunfire," Joliet police said. "Samuels advised that a family member's residence was shot at by unknown individuals and may have struck his vehicle." In the 200 block of Fourth Avenue, police saw a house struck by bullets, but Samuels' version of events did not match the evidence at the shooting scene, police said. "Samuels submitted to a pat search at which time officers located a bulky plastic bag protruding from his waistband. Samuels then fled on foot from officers and refused to stop," police reports show. Officers captured Samuels a few minutes later, and he was arrested without any additional problems, police said. "A K9 conducted a search in the area where Samuels was located by officers and the plastic bag containing suspected cocaine that was individually packaged and Oxycodone pills was recovered by officers. Upon search of Samuels' vehicle, officers recovered a loaded handgun," according to police. Samuels, who lives in the 1100 block of Elizabeth Court in Crest Hill, was booked into the Will County Jail around 4:30 a.m.
