large project to repaint balcony railings

I'm looking for someone to scrape and repaint a bunch of balcony railings in a building. About 30 12' railings altogether. Each one will take a couple of hours. Looking to pay around $3K for the entire project, OBO. I'll pay for all of the materials. Railings can be painted from the inside, so you don't need a ladder. Please see the pictures for the current condition. Some railings are rusted pretty badly, others are in decent shape. The cap rail has lifted in some of them because of the rusting, so would need to be tack welded or riveted back into place. I'll pay extra for this work.
