Gardener / landscaper needed for small project

Hi, I have a patio at a condo complex on Capitol Hill. The patio is separated from the neighboring patios by large concrete planters. The planters measure square 25" x 25" and 23" height. A sizable planter for some shrubs or small trees. I need to cultivate the soil and have some divisional plants placed to create privacy. The are is low light (non direct sunlight).
