Help to get warehouse to Fairfax fair code and help moving items

I need some help to get my warehouse to comply with fire code in Fairfax county. Part of if is to get these shelves under 12 feet. I would like to anchor these shelves to the cinder block wall behind with some right angle brackets. Any fire code experience is a big plus. I also need to help get the rest of the items in there organized and properly stored away.
