have you installed for AT&T...I have a line problem

I need a specialist who has worked for AT&T to come figure out the mess of my telephone line I have two lines..both supplied by ATT 1 is a fire safety line..its working fine, well, it is now 2nd line is the general Uverse telephone line. It has no power, no dial tone I need it to work, since it is a redundant line on my fire safety system. I am pretty sure the line from the street to the house is fine. I recently had a flood, and all kinds of wire was removed in the demolition.. I need someone who is familiar with telephone lines from the outside to the inside I called ATT and they came and said the phone was fine..even though I explained there are two lines, it was a waste of a visit. I can call them again, but it will take a week and a half; was looking for a patient soul to track the lines and figure out what is wrong.. if this is you, please give me a buzz thanks
