Old Dog needs acupuncture, wheelchair or baby carrier

My dog will be 20 years old this November. Yet, he needs a lot of help. His spine and walking are deteriorating. DOES ANYONE KNOW OF AN AVAILABLE DOG ACUPUNCTURIST? I don't mind driving out of Eugene if needed. As well, in the interim, I need to get him a wheelchair for his behind because he hurt his tail, falling on it. Then! If anyone has or knows of a good suggestion for carrying him around, I'd like to use one of those baby carriers where I can put him on my person. ANY help is welcome. I am alone and heart brokenly abandoned with him. I want him to live a healthy life. thanks
