Removing someone from a mortgage

I'm currently going through a divorce and will be getting the house. It seemed like this would be a simple process to just get the mortgage in my name but that doesn't seem to be the case. If I refinance into my name only or do an assumption, I understand that there will be a list of government agencies with their hands out to the tune of about $10K! That's a lot of money. I'd prefer to avoid that if I can. If you are reading this and have gone through this recently in Pittsburgh then I'd love to hear from you. One of the lenders that I talked to said that sometimes these fees are waived because of divorce. I'm wondering if that is the case in Pittsburgh or if there is another way to transfer the house without the government opportunistically piling on.
