small town abuse i need help Wheeling Mo

is there any place that keeps citys in missouri from treating some people in that town bad like not maintaining there road or taking out their sidewalk that goes across the ditch and not giving back their water deposit. when it rains i had to park on the corner because that is the mayors road and it stayed well maintained. they even got grant money for the east side from greenhills [i believe] to improve property while the mayor lived in the east end and i talked to him about applying for our side and he would not so i called greenhills and they said they called him several times and he would not fill out the app and then he bought my neighbors house and that when my road stopped getting rock, they even closed it one time cause it got so muddy
