Garcia became "belligerent and uncooperative" before kicking an officer during processing, according to police.
He also received summonses for DWI, refusal, no front plate, no inspection sticker, tinted window, uninsured, unsafe lane change, failure to follow a marked course, careless driving, speeding, failure to obey traffic signal and failure to signal turn.
He was released pending his court date.
