BALTIMORE COUNTY, MD — A man who has been reported missing may be in emotional distress, according to Baltimore County police. Michael Kramer, 55, was last seen at noon on Monday, July 12, police reported Wednesday. He has frequented Harford County, Warrener's Watering Hole in Freeland and Glen Rock, Pa.
