Funny I took this directly off the Delaware elections site, Vote By Mail (VBM) is the option to by requesting and returning a ballot by mail, instead of voting in person at your assigned polling place. If you’ve ever voted by absentee ballot, the process for VBM is very similar. Unlike absentee voting, you do not need a reason to request a VBM ballot. Note where it says "you do not need a reason to request a VBM ballot" https://elections.delaware.gov/services/voter/votebymail/index.shtml Now the rules for absentee voting in Delaware is similar to the rules for mail in voting in Texas so maybe that's where you got confused. And no absentee voting and mail in voting are not the same thing. Damn democrat hating republicans need to learn how to read....
