Looking for a co-signer or resources

This is a long shot- but my husband and I are seeking a co-signer to move into a place. We are living in a trailer with no running water and no way to cook. We have plenty of income he has no credit and I’m doing debt consolidation so mine isn’t good. We have tried to find a room to rent no luck. Then we find one and need a co-signer. I don’t know what to do we don’t qualify for low income assistance but we can’t get in anywhere because of credit. We need help.
