ILST teaches Scouts with leadership positions about their new roles and how to most effectively reach success Pass Christian Troop 316 is a non profit organization chartered by the Pass Christian Rotary Club on Sept. 15,1961. Our Vision is to prepare every eligible youth on MS Gulf Coast to become a responsible, participating citizen and leader who is guided by Scout Oath and Law.
