Re santa rosa police are useless

I don’t know too much about Santa Rosa police, but I do know that they have been instructed to NOT hiss or roust the homeless. Santa Rosa PD will not respond to calls involving homeless unless it is a felony or human life is in danger. The city council and the mayor of Santa Rosa has instructed patrol officers to back off on the homeless. I guess they d not ant to fill their jails with homeless misdemeanor offenders.
