Need pull start repaired on outboard motor

My pull start on my Wards Sea king Outboard motor won't retract. Looking for someone who can fix this for a reasonable price. There's a ton of Youtube videos on fixing retractable pull cords and I also have the service manual which explains how to remove the manual starter. In Arcata, near Blondies Cafe.
