Deck rail welding $250

I have four sections of rail extensions I need welded onto my deck rails. It's on the 4th floor and there are 4 total sections, each roughly 4' long with the main sections made from 1 x 2. The gig is to: 1) Weld the 4 extension rails to the existing rails. Probably stitch welds to the existing rails or whatever you see fit. 2) Join the entire 4 pieces together by welding 1 x 2 in-between each section so it's one solid piece. 3) Add anchor brackets into the brick walls and attach to the wall, one on each side. The existing brackets look like they were done with a stud gun. 4) If you want to paint the whole thing black, I'll add $75 to the gig. It's going to be covered by a wood fence when finished, so it will not be visible from the deck. There is no 220v, you'll either need a generator or a mobile welding unit with a long torch cable. It's on the 4th floor of the building.
