It can be inactive or not have a sim card in it. I dont have a working phone and I am waiting while my grandma had a hip replacement surgery and I got no way to call her or for her to call me. I'm talking about the phones you get for free with activation or the buy one get one free promos. I will take almost any phone. I don't need anything fancy. Just any old sprint or metro touch screen phone.
