Question about graphic designers

Has anyone ever had any luck, or found a dependable, legitimate graphic designer through the craigslist creative section? I have had the worst experiences with the graphic designers who I have found on Craigslist and reached out to. The thing is I really don't even have a big job, just a simple two color outline or border and a rearrangement of five word's and it's been nothing but frustration, wasted time and outrageous prices. Any recommendations on a decent, fair, dependable graphic designer would be greatly appreciated. Thank you.
