TROY, MI — Oakland County prosecutors have filed several felony charges against a man accused of shooting and killing a Detroit Fire Department lieutenant Monday in the parking lot of a Shell gas station in Troy. Terell Josey, 27, is charged with open murder, possession of a felony firearm and carrying a concealed weapon in connection with the murder of 55-year-old Francis Dombrowski of Rochester Hills. Josey was arraigned Thursday morning in 52-4 District Court. Bond was denied. See More: Detroit Fire Lieutenant Killed In Troy Gas Station Shooting According to Troy police, Dombrowski was involved in a "traffic altercation" with a white Jeep Cherokee in the area of Rochester Road and South Boulevard. The Jeep was driven by a woman and Josey was a front-seat passenger, police said. A road rage incident continued south on Rochester before both Dombrowski and the Jeep Cherokee pulled into the parking lot of the Shell gas station at Rochester and Wattles, police said. Gas station security video showed Josey and Dombrowski immediately confront each other before Dombrowski was shot three times in the upper torso, police said. Josey got back into the vehicle, police said, which then drove off east on Wattles. Troy police were called to the gas station around 9:44 p.m. Monday. They found Dombrowski and treated him for injuries before he was taken to a local hospital, where he died, according to police. Josey and the driver of the Jeep Cherokee turned themselves into police Tuesday morning, police said. The 9 mm semi-automatic handgun used in the shooting was recovered, police said. They touched on his work as a firefighter and as a father. "We lost a hero on Monday evening, July 5 in Troy," the fire department said in a statement. "We join family, friends, and citizens of Detroit as we mourn the tragic loss of Detroit Fire Senior Lieutenant Francis Dombrowski." "Senior Lieutenant Francis Dombrowski served the citizens of Detroit and the Detroit Fire Department with honor and distinction for 29 years," Detroit Fire Commissioner Eric Jones said. "We are deeply saddened to hear about his tragic loss. He will be missed by his family, friends, and his family here at the Detroit Fire Department." Detroit Mayor Mike Duggan also released a statement Tuesday on Twitter. "I stand with the entire Detroit Fire Department and our city in the tragic loss of Senior Lieutenant Francis Dombrowski who died on Monday evening, July 5 in Troy," Duggan said. "He will be missed terribly." A service honoring Dombrowski is scheduled for Saturday in Clinton Township.
