Basement Water Leak After Heavy Rains

We are seeking solutions for a basement water leak that happens after heavy rains, like the one we experienced yesterday and today. The leak is from the cove joint (between the front basement wall and the slab floor. The cove joint is about 10' below ground level. We do not want the area on the outside of the basement wall to be dug out as it serves as the front parking area. The water leak is not constant, only after heavy rains and happens about twice a year. Just looking for possible solutions for handling the water that is leaking from the joint between the front wall and the basement floor slab (cove joint). We'd like to schedule an on-site inspection as time permits...
