Why does this keep getting flagged?

I have been trying to post that I have a foster dog who needs her forever home and I keep getting flagged? I would like to know why. Since my dog’s shelter is doing squat about even putting her on their “adoptable pets page”, I’ve been trying to find this girl her forever home through all means I can think of but someone keeps flagging my post to be removed???
