TOMS RIVER, NJ — A helicopter that sparked concerns and complaints that it was flying low over residential areas has been identified and its owner cited, Toms River police said last week. The incident remained under investigation. Also under investigation are the actions of members of the Toms River Regional Board of Education as more allegations of interference in the superintendent search surfaced last week, including that Toms River Councilman Daniel Rodrick called Board President Joseph Nardini to urge him to flip votes, a charge Rodrick denies.
