Havre de Grace City Hall: The building on Pennington Avenue will be closed Monday, July 5. Government buildings: Harford County government buildings will be closed Monday, July 5. Courts will be closed as well. City Council: The meeting in Havre de Grace normally held Monday will be on Tuesday instead. Mail will not be delivered on Monday.
