Congratulations. You've spotted the obvious downside of mega-corporations thinking they are playing a foreign enemy for suckers by paying them next to nothing for labor.
You're correct that it is quite possible to add a small function or two to a chip that is very hard to detect and China has been caught doing this more than once. So why do we continue to send manufacturing of critical components and devices offshore? Greed, my friend. Nothing but capitalistic greed.
The companies engaging in this behavior are well aware they're taking a big calculated risk. However, they're thinking is that they can grab all the cash they can now, hide it in offshore accounts (see the Panama Papers) and declare bankruptcy when the inevitable finally happens.
