Anyone train a German Shepherd before?

We need a foster home that loves Shepherds that can help train a young girl. Can you be a hero for our Rescue. This beauty was kept on a 5 foot chain for the first year of her life. A hole dug and food dumped into it was her bowl. No family to love on her or her on them... she saw them and heard them but no handling because "she has too much energy". Ya think??!! She craves contact and interaction but doesn't know how to maneuver it quite right. She goes after cats because the cats she spent her first year around teased her... they were her entertainment on the chain. It is possible she will learn to even live with them but right now she needs a full six weeks of structure. Are you able? Are you her hero? She is very sweet but again... without manners or structure and because we are kenneling her it isn't the right setup. She wants people and that's where she will start to learn.
