Rehoming Green Spotted Puffer

I have a green spotted puffer going on about 2 years old named Bobandy( like Randy Bobandy from Trailer Park Boys). He (can't sex them, so could be male or female) is in a 20 gallon brackish water tank. I've been trying for almost 6 months now to set up a salt water FOWLR tank for him, but have a lot going on and can't seem to get it right. I feel quite overwhelmed. I'm looking for someone who has experience and the proper equipment to get the marine tank up and going and to get Bobandy transitioned to marine. I've done a lot of research on the species and my plan was to transition him to the 33 long full marine tank. I have a canister filter, two tidal HOB filters and probably 30 or so pounds of established live rock I bought from someone with macro algae and a clean up crew, but can't get rid of the bubble algae and/or whatever else is covering the tank and have so much going on I can't afford, nor have the space, to set up a sump and an RO system, which I think is why it's failing so hard. I really don't want to re-home him, he's my favorite fish. However I think at this point I would trust someone else to do it better and have more time to dedicate to him and the setting up of a FOWLR tank. I am not going to negotiate the salt water thing, it's imperative that he only goes to someone willing to transition him and takes it seriously. They ARE NOT a freshwater species and should be transitioned to full marine by adulthood. The pet stores and general care sheets spread terrible misinformation. I will not respond to anyone disregarding this information. I would love to have a conversation with someone who is interested in making it happen. I think perhaps the best course of action would be to have the saltwater tank set up ahead of time and then move him once it was established. Or if you have a tank already established, you could move him in. However, I think he'd do best in a species only tank. They are notorious for being aggressive, but Bobandy has kept his feeder shrimp and been sharing his food for a year now. He seems very docile and I would worry about other fish picking on him, but that could change once he's a bit older and gets more aggressive.
