HELP ME GET NEIGHBOR CAT BACK FROM MCMINNVILLE ANIMAL CONTROL!

This hurts alot even if it's my neighbors cat outside my complex I live in on goucher St, my neighbor claims ownership of this already microchipped cat that is technically chipped here at heather Glen apartments.. not my neighbors location when it's one house/duplex over, this is unfair injustice! Yamhill county has an over population of cats that it doesn't make sense plus our neighbors below us (I live upstairs from them) called the animal control here in Mac and they started feeding the cat after I told them I have been then they call the animal control without first telling me?? This is ABUSE Emotional and mental that they my neighbor caused on me, my mom and more importantly The Cat plus my friend who cares for the cat even though she's disabled physically.. I don't understand why this had to happen after 2 months of me caring for her outside because my neighbor told me to (my friend).. unfortunately I broke the news to her which made her angry then she said ok and hung up on me which I don't blame her...
