SAN RAFAEL, CA —San Rafael's Youth in Arts will commemorate its 50th Anniversary later this month by dancing in the streets. Literally. The city will shutter C Street between 3rd and 4th streets July 23 for a dance celebration for the San Rafael group that promotes Marin youth art programs. The 4:30 to 9 p.m. event will include a live musical performance from the band, Pop Rocks, along with performances from YIA mentor artists.
