TOMS RIVER, NJ — The Toms River Field of Dreams is coming closer to fruition, with construction underway at the North Bay Avenue site of the special needs recreation facility. The project got a boost late last week when the New Jersey legislature approved Gov. Phil Murphy's 2021-22 budget with funding for the project. Toms River officials also took the first steps to add daily fees for nonresidents to use the township's pool in the Snug Harbor section.
