Electrician needed - pull meter, install 200 amp load center with main

Hello - I am re-sheathing and re-siding an exterior wall of my house that's been lit up by termites. Unfortunately, the electric meter is on this wall, as well as a main exterior panel. I will do most of the re-wiring, but I require the following: 1) Electrician to coordinate with utility to cut service, temp pull meter from exterior wall. 2) Disconnect whatever remaining circuits I have not managed to clean up, remove panel I will need to get in and demo the sheathing, clean up behind everything, replace sheathing and throw a piece of hardie panel behind things. This may take 1-3 hours depending on what sort of mess I see back there! 3) come back, install 200 amp exterior load center with main and ~8-16 slots (don't need many, one larger breaker will go to sub inside which I will wire) (contractor can provide, or I can have a 200amp GE with main ready to go) 4) land wires from meter to new panel incl conduit and wiring as needed 5) coordinate with utility to restore service etc. Not sure if this can be done without permits, but the less attention the better... ideally the work is performed to code/standards that the utility will restore service quickly without the need to worry about anything past the wiring to the new main. See pics - small lower sub panel will be removed, upper larger panel (currently without main) will be replaced, meter must be temporarily pulled off wall far enough to replace sheathing/siding.
